FINALLY! @Sohl beat me to bare metal by inches.
In my case, the problem was that I had to set the PCI slot to be a bus master in the BIOS. Without doing that, it would just freeze when I tried to run the packet driver. It's "been a minute" since I've had to worry about PCI settings in BIOS! This is using an old D-Link DFE-530TX card I found lying around. So now, I've commented out the "FDNET" stuff in FDAUTO.BAT, and am just running the packet driver in FDAUTO.BAT with "C:\NETDRV\DLKFET.COM -l2 0x60". (That -l2 flag tells is which PCI slot the card is in and probably isn't necessary, but since it worked, I'm leaving it). Then, running DHCP gets an IP address and all is well. Using a BBS on vintage hardware running directly to gigabit fiber is definitely a new experience for me!

The futility of Ad-Blockers
Ads are filling the entirety of the Web -- websites, podcasts, YouTube videos, etc. -- at an increasing rate. Prices for those ad placements are plummeting. Consumers are desperate to use ad-blockers to make the web palatable. Google (and others) are desperate to break and block ad-blockers. All of which results in... more ads and lower pay for creators.
It's a fascinatingly annoying cycle. And there's only one viable way out of it.
